Edson Town Council explores options for downtown security

May 19, 2025 issue: by Niki Luymes: During the previous 2024 budget deliberations, Council directed Administration to research options for enhancing security in the downtown area. Council had proposed two different programs that Administration researched. Those two options, along with a third hybrid option, were presented at the Town’s May 13, Committee of the Whole meeting. 

The first option was a municipal security camera refresh. This project would focus on updating the surveillance cameras in the downtown core. These upgrades would include expanding camera coverage to include 1st Avenue, a maintenance plan to ensure system longevity, and incorporating wireless components, which could enable future enhancements like public wifi.

The Town’s IT department has already obtained four quotes for completing this comprehensive upgrade. Quotes ranged from $12,000 to $75,000. However, additional component, such as project planning, annual maintenance, and centralized management could total an additional $41,000.

Option 2 is a business security rebate program. Under this proposed program, eligible businesses would receive a one-time rebate covering 100% of qualifying security improvement costs, up to $1,000 per civic address. Phase 1 of the program would prioritize businesses in the downtown core, with potential expansion to the Highway 16 corridor and industrial zones.

There would be some additional requirements, for businesses to take advantage of the program.

Cameras would need to be high-definition, also monitor public sidewalks, and remain operational for three years. All applicants must agree to provide security footage to the RCMP upon request. Phase 1 of this program is proposed as a $15,000 program with $10,000 currently allocated in the Economic Development budget.

Option 3 would be the hybrid approach, combining elements of both Options 1 and 2.  This would provide the broadest coverage since the town and business would be working simultaneously.

“This voluntary camera registry initiative allows residents and businesses to register their security cameras with local law enforcement. By participating, camera owners can assist RCMP officers quickly identify potential video evidence in the area of a crime, improving response times and investigative outcomes,” said Morgan Roberts, Economic Development Officer.

Administration recommended option 2 since it would be the most cost-effective and impactful solution. “While municipal camera upgrades remain a valuable long term investment, it may be better integrated into future downtown infrastructure upgrades,” said Roberts.

Councillor Peter Taylor said, “I think Option 1 is something we have to consider down the road.  But in terms of immediate help, I do appreciate the grant rebate program you are proposing because it assists those businesses willing to do those upgrades.”

“I think Option 1 more desirable at a future date,” said Councillor Krystal Cacka. “I also agree with Option 2. Can a business qualify more than once?” Roberts responded, “If the project were to continue beyond the pilot we would put that a business could only apply once per three year interval. The idea was to spread those dollars as wide as we could to assist with those safety needs.”

Councillor Gean Chouinard asked, “I like option 2, but I’m just questioning if the $15,000 will help.” Administration recognized that $1,000 may not cover everything, but they needed to set  limitations.

Mayor Kevin Zahara also voiced support for option 2. “I really appreciate what you brought forward here about the lighting. Lighting is a big problem in a lot of these areas. Lighting is a huge deterrent, so having that money available is critically important.”

Administration will be taking Council’s comments under advisement and the initiative will be brought back to council at a later date.
